I would bet that in a 24 hr period, that there are at least 1,000 tickets being scratched. You have to be lucky and persistent.

Payments went out, Payments are to be made by the 7th of the following month after a contest is won. We usually go faster but we all have lives as well!

They are very hard to find. Those that are lucky enough to hit one, you will usually find, have been diligent in their Scratch Card attempts.
