I work at a web design and development agency that manages its clients' corporate forums and social media. This is a short summary of what I know are the most neglected things to keep in mind for a forum like this to grow its userbase. I am not trying to tell anybody how to run their forum just sharing my knowledge. 1-Enable the active users. You need to select the most active users in your forum and make them admins. This improves your community by making it easier for you to keep it free of spam and also gives the community a sense of belonging. An enabled user will talk about, share and +1 your community forum more and this will help you add more users. 2-Encourage topic diversity. Deleting off-topic subjects angers the poster and such off-topic pages could be indexed in google and bring you some traffic from keywords that you would nototherwise get . Keep off-topic posts or move them to an off-topic section, but do not delete them. I have seen that keeping such posts can increase your google visitors by up to 25%. 3-Encourage the loyal. You do not need to give expensive gifts , all you need is to put kind words of appreciation to the specific individuals by name in your posts or replies to them. Words such “Thanks, I agree with you, your many posts here all echo your excellent ideas” or such make a big difference. 4-Every person is a troll sometimes Sometimes a person has just had a hard day (not all people are single lol). Sometimes certain phrases will bring out the worst reaction in a person. Do not judge by the first time, give a guy a break and do not revoke their membership from the first sign of trolling.

Trolling is something done by 'Trolls.' These refer to those individuals that strive to create hate and discontent on message boards by posting inflammatory messages on controversial subjects. They also use personal insults to fan the flame...
They enjoy getting other people angry and upset. Most message boards will block such users and prevent them from coming back.
